I think Neji was the one that loved her and cared about her the most.

Now, don’t get all yelling on me. I know Naruto, Kiba, Shino, etc. care about her, too.  A lot. 

But, after he repented, Neji was the one who practically took care of her, trained her, protected her, was by her side, taught her how to fight, constantly saved her and, ultimately, sacrificed himself for her.  

In spite of the fact that a lot of other characters care about Hinata too, I don’t think any of them cares about her the way Neji did.

 I believe Hinata was the most important person for Neji, a thing that you cannot say about any other character.

You can’t say that Hinata is the most important person for Naruto, or the most important person for any of her friends or for anyone else in her family.  

Hinata was the one that drove Neji to protect both her and Naruto, because Neji told Naruto that what’s important for Hinata is important for him, too.

The first reason Neji saved Naruto was because that was Hinata’s will.

He was the one that loved Hinata the most. 

Don’t care what happens, I’ll still have my NejiHina and be convinced Neji loved her
